Yes, you can order webspace without a domain and specify an external domain in the order you want to use with the webspace. You can transfer this or another domain later into the web space here. To do this, simply order the domain without web space later.
If your inclusive domain is not yet used and the domain to be transferred has a domain extension that is free or has a discount as an inclusive domain, the order system will display a price, but the domain will later be billed as inclusive domain at the discounted rate.
